PJ Abodo Leads Law Reform Committee in Reviewing Critical Judicial Rules

The Law Reform Committee this afternoon held its second meeting for Quarter Three of the Financial Year 2025/2026 at the Supreme Court Building Conference Hall, advancing deliberations on key draft instruments aimed at strengthening judicial processes.
Chairing the session, the Principal Judge, Lady Justice Jane Frances Abodo, called for candid and constructive engagement from members, with particular emphasis on the management of exhibits. She underscored the pivotal role exhibits play in adjudication, noting that the outcome of cases often hinges on how well they are handled. She urged the Committee to ensure that the proposed rules provide clear, practical guidance to judicial officers.
The meeting considered two key draft instruments: the Judicature (High Court)(International Crimes Division) (Amendment) Rules, 2023, presented by Moses Kazibwe, Chair of the sub-committee and Justice of the Court of Appeal/Constitutional Court; and the Constitution (Management of Exhibits)(Practice Directions), 2023, presented by Thadius Ayebare Tumwebaze.
Members engaged in detailed discussions to refine the drafts, focusing on clarity, usability, and responsiveness to the operational realities faced by judicial officers.
Asa way forward, the Committee directed the respective sub-committees to incorporate the proposed amendments and further polish the drafts. The Committee will reconvene to review and approve the revised instruments, ahead of a validation exercise involving key stakeholders.
Upon validation, the finalized drafts will be submitted to the Rules Committee for consideration, marking a significant step in ongoing efforts to enhance efficiency, consistency, and integrity in judicial processes.
